Reading DAD, it says "This card cannot be Special Summoned except by having exactly 3 DARK monsters in your Graveyard." So the questions are,
- If DAD is in the Graveyard with 2 other Dark monsters, can he be brought back with "Monster Reborn"?
- If he's removed from play and there are 3 Dark monsters in the Graveyard, can you use DDR to revive him?
Both examples meet the summoning conditions of the card, whether it was meant to be this way or not.
Actually, neither instance actually meets the specified Summoning conditions of the card. Unless a monster card specifies otherwise, you must have it in your hand in order to Special Summon it. To address your points in particular:
- If "Dark Armed Dragon" is in your Graveyard, you can not Special Summon him using "Monster Reborn" (or "Premature Burial" or "Call of the Haunted"), regardless of the number of DARK monsters in your Graveyard. Because the effect text of "Dark Armed Dragon" specifies that "This card cannot be Special Summoned except..." (emphasis added), a player cannot revive "Dark Armed Dragon" from the Graveyard by any normal means. The only situation where "Dark Armed Dragon" could be recovered from the Graveyard would be through an effect which returns it to the Deck (e.g., "Fiber Jar"), the hand (e.g., "Monster Reincarnation"), or Special Summons it via an effect which includes the text "ignoring any Summoning conditions" (or similar wording). Net Effect: Can't do it using "Monster Reborn", but could retrieve it via other means.
- If "Dark Armed Dragon" is removed from play, I do not believe there is any way in which he can legally be returned to the field during the current Duel, regardless of the number of DARK monsters in your Graveyard. Cards such as "Burial from a Different Dimension" and "Miracle Dig" could put it in your Graveyard, however, where he could be retrieved by other means as mentioned above. Net Effect: Cannot be Special Summoned using "D.D.R. - Different Dimension Reincarnation", but could be returned to your Graveyard via other means.
