No, they aren't; OCG cards are only legal in OCG tournaments, while TCG cards are only legal in TCG tournaments. 66.228.109.2 18:55, November 15, 2009 (UTC)
Actually you are allowed to use TCG cards in OCG tournaments, except for TCG exclusives (or TCG cards that have not been mass released in the OCG). I think it's mentioned here. -- Deltaneos (talk) 20:25, November 15, 2009 (UTC)
