Chronicle Counters are, to date, used by "Spell Chronicle" and "Mature Chronicle".
"Spell Chronicle" depends on your opponent playing Spell Cards to add Chronicle Counters to itself and removing them to add a card banished by its effect, but it has two major costs: It requires sending your hand to the Graveyard to activate it, and it inflicts damage for each banished card if it leaves the field.
"Mature Chronicle" works differently, as it adds Chronicle Counters whenever the player Special Summons a "Yubel" monster or another monster that mentions "Yubel". Also, it can remove Chronicle Counters from anywhere on your field to use various effects, which include summoning "Yubel" from the Graveyard, destroying or banishing a card, adding a banished card to your hand, or adding "Super Polymerization" from your Deck to your hand.
